Elliott Way Boardwalk

Challenge

Pedestrian safety on Elliott Way was a main concern for Village of Croton-on-Hudson officials, who were seeing a dangerous situation unfold between Sensaqua Park and the Croton Landing Waterfront Park. Walkers and bikers were sharing a stretch of narrow, single lane road with limited visibility that was sometimes also heavily used by passenger and commercial traffic. Pedestrian walkways were already in place to the north and south of this section of Elliott Way, so the Village wanted to create a safe multi-use link between the two parks.

Elliott Way is bordered by the Hudson River and the New York MTA’s Metro North railway, making it impossible to expand or move the road. Existing pavement was also in disrepair and needed to be replaced. The Village, along with designer Site Design Consultants, needed to replace the damaged pavement and develop a safe pathway for pedestrians.

Solution

A 351-foot elevated PermaTrak concrete boardwalk system was designed to cantilever 3’ over micropiles on the river side, minimizing disturbance to the Hudson River and providing an extended surface for pedestrians. At-grade sidewalks were installed on both ends of the boardwalk to extend the walking surface, and damaged pavement on Elliott Way was repaired. Once completed, the project provided an uninterrupted connection between the two parks, which are popular for many outdoor activities.

“The overall finished project is simply beautiful. It enhances the aesthetic value of the entire walkway,” explains Tony Cioffi, Structural Engineer with Site Design Consultants. “It’s become a destination within the community, and it has truly enhanced what the Village of Croton-on-Hudson has to offer its residents.”
